Can any ILF limbs go on Hoyt Formula XI recurve riser? Any other Hoyt riser suggestions?

I was originally going to buy the Alero with Galaxy limbs, but the Alero is no longer available. I had surgery on my shoulder over the summer so will need to build back up to heavier limbs, that's why I decided to go with the Galaxy limbs. They allow me to shoot at 18# and they have been great. However, I was reading you can only use specific limbs for the formula XI or any Formula model? If that's true, what about the Hoyt Grand Prix Xceed riser?

I'd also love to hear suggestions for a nice riser that's less trouble than others to tune (I've read more are time consuming to tune), one that I can use with Galaxy limbs in the beginning, and overall nice feel. I may be doing strict barebow, but if not then just targets. Thanks!

Shibuya vs Axcel vs other top end sights?

So my budget has increased and i decided i'm going for a top-level sight for the target style recurve i'm building. It seems that Shibuya and Axcel are the top end, so for anyone who has experience with either one of them, or preferably both, could you tell me the differences, pros and cons, and which one is the best value? i'm planning on buying the most expensive, so the Axcel Achieve XP - Recurve or the Shibuya Ultima RC PRO Carbon Sight . Are my new arrows overspined?

Are 400 spine, 27" arrows overspined for 30 pound draw weight? The guy just picked the arrows, cut them and gave them to me. my old arrows were 500 spine, 32" so when I said that they looked overspined, he just shrugged and said "the chart says they're ok".
